I am installing using Puppet. What install flag do I need to cause Log Analytics to be on by default?

Oneagent installation script should be executed with APP_LOG_CONTENT_ACCESS=1 . You can also enable it in agent config file, see https://help.dynatrace.com/infrastructure-monitoring/log-analytics/how-do-i-enable-log-analytics/
