Hi, What are the language and locale defaults and how they are determined?

Dynatrace is available in English only.

Since v 1.233 Dynatrace is available in English and Japanese. Dynatrace respects your browser settings (see https://www.dynatrace.com/support/help/shortlink/release-notes-saas-sprint-233#japanese-display-lang...).

You have a communtity French group but I do not know how much active it is.

If you are talking about UI, you can raise a product idea.
