The customer is behind a few one-agent updates because they do not want to restart their servers once the update is complete. Is it ok to restart the one-agent process without restarting the entire server? So that they can take advantage of the new update.

yes, you can also restart processes/service one by one without having to restart the entire host.

There is 🙂 so navigate to the host page of the host in question, any process with a Info Icon or Triangle are restart candidates that will require restarts to gain any new features.
That restart button will not restart the process on the host FYI
