I have web check volume in my license but the Web Checks and Availability menu item does not appear on the menu in my managed instance.

I think he means the Menu Point "Web Check and availability". I see that in my SaaS account under Monitoring. But in my Managed instance I don't have it, even after creating a Webcheck via "Deploy Dynatrace".
You can create Webchecks via the deploy Dynatrace Tab.

For future reference. The menu item (now called Synthetic) only shows up in managed installation if a public security gateway is installed.
