The best way would be to investigate log files of the installation first. On Windows, they are located in c:\ProgramData\dynatrace\Oneagent\log
Are any security hardening tools used on the hosts where the installation failed?
I have question to you, did you download binary from Dynatrace GUI or somebody downloaded it directly from serwer via SFTP? In second aproach binary will not have configuration so agent will not be able to connect to dynatrace. I've had such case before with one of our clients.
After running the installer, setting the tenant with "Oneagentctl" solved the problem.
