The global problem indicator counts the number of active problems for your selected default filter, so that you have an indicator for critical problems even if you are navigating outside the Problems App. The global problem indicator is directly connected to your own personal default filter, which means that any change in that filter will also change the global indicator count for you. As the default filter as well as the global problem indicator are user-focused features, they only apply to your own user without affecting any other user within your environment.
