maybe you should describe what is your goal. there is more integration points in dynatrace, usage depends on what you want to achieve

The goal is to send alerts from dynatrace to zenoss and then to Service Now to cut the tickets.

i'm not aware of zenoss alert/event/whatever external creation process, but dynatrace ootb suports sending json payload to webhook url or email. if zenoss somehow supports this you can use it. if not you will need to build some listener which will create/update zenoss items.

another option is to use direct dynatrace-snow integration which is ready to use.
