I am coming here from this product idea.
Main issue is how to adding a delay when process is not running before Davis creates a problem. It means, something similar as you can do using OS Services.
Since Anomaly detector and Gen3 are more mature... Is someone using Anomaly Detector for that purpose? It means, creating a problem when process X is not running in some host Y minutes.
