Cluster administrator should check whether the report subscribers have e-mail addresses configured properly. In case either LDAP or SSO are configured, the e-mail addresses are received from external systems and are stored in local database each time the user logs in. If LDAP or SSO is configured improperly, the e-mail addresses in local database might be missing.
