We have a usefull feature for creation access politics (see screen below)

Cluster Management console an admin user can set users access policies based on default access groups. Kindly confirm if you have access to CMC if its a managed instance? This is not accessible in terms of SAAS instance. Refer below chart

Than you should be able to use the default policy. And with some setup configuration you could also map these default policy to LDAP user group if integrated for the client.
