Do you mean in terms of licensing or how much resources does Oracle Insight use on the DB?
In terms of licensing, I don't think it consumes anything from custom licenses or other licenses. At least at this time.
In terms of resources on Oracle - I believe it's unmeasurable as it just queries data from the v$ tables.
