Is there any way to disable the OneAgent network module throttling?

I believe you are referencing the throttling mentioned below:

I don't know of a way to disable that behavior, but eventually I understand that you might want it to still be available, if the overall consumption of CPU is not that big? That's a situation where  it might make sense, and if no one comments on this, probably it's better to submit it as a Product Idea.

Yes, that is the functionality I am refering to.

We are trying to reproduce a problem in a test environment and the metric that we see as the symptom in prod comes from the network module. We dont really care about the overhead in this case, I just had a vague memory of it being possible to disable but couldnt find any way to do it.
