How/Where can I know for sure (in DT SaaS), that there is overage for the license?

For DT Managed, I know I can view this in pie-charts of 'licensing' in CMC.

How about DT SaaS? where in the accounts page can I know it for sure?

You can see this information from the Account Details Page:

Once there, click License Details (Should select it by default) and you will see the data on the page of your current usage in accordance with your license ad well as any overages and such per the legend:
