Threshold conditions for highlights

I want to know this message mean below;

"The ratio between Speed index and Visually complete is exceeding the threshold of 50%."

Are these conditions for highlights?

- Resources are contents in the browser's visible area

- Visually complete is exceeding halftime of from "Time to first byte" to "Visually complete"

that is referring to the visual complete and speed index metrics we capture.

And the 50% is coming from the application that we are base-lining based on the key performance metric.
