What's the difference between the matching conversion goals from user session and the ones from user action?

The rest API isn't returning any matching conversion goal, but I looked at the sample data from the REST API reference and it seems that both user actions and user sessions have a string field for matching conversion goals (in the JSON data). I'd like to know why both of them have the same field and what's the difference between them. Sorry, I'm new at this.

A session matches a conversion goal if at least one user action in that session matches a conversion goal.
