Is there a way to send out alerts when nodes of a kubernetes cluster scale up beyond a limit say 20.

Yes, you need to create a metric event and assign it to an alert profile.

Adding to this, you could use the builtin:kubernetes.nodes metric split by cluster to count them per cluster.
