I'm a little puzzled by the description of the problem in dynatrace. Is there affected application? Top of problem says "No". But business impact analytics says "Yes". What is the right answer?

This is a known nuance of that page. Really, the top section means that the "Response time degradation" was detected at the service-level of the Smartscape.
I agree it's not clear, and in-fact it'd read better if we also listed the '1 affected application' at the top.
Another way to think of it is the top section could read better as "Anomalous services detected: 1"
