I have a situation where a component has generated several events becoming a frequent issue. As they didn´t not discover what it was, they asked us to create a custom alert for this component and thus continue to alarm. The question is, if there is a different event in this component, can I have a duplicate ticket, being triggered by the AI and the custom alert?

Custom alerts and problems detected by Dynatrace are independent of each other so yes there can be situations where you get a problem for both the custom alert and the Dynatrace detected one if you have that in place.
Note that in more recent version you can adjust which types of problems become frequently detected globally in the environment settings so perhaps you want to look at that.
