We want automated service restart capability whenever we have an TCP connectivity error/alert and persist for 10 minutes.

Please confirm if its possible to setup service stop/start capabilities with Dynatrace.

You can't do actions directly from dynatrace, but you can use a Webhook integrations for Problems detected by Dynatrace to call another tools like ansible that triggers the service restart.

To define specific trigger you can use Metric events for alerting.
