Do I need to apply firewall rules on a specific port in order to connect a DataPower device with the extension? as its not mentioned in the extension documentation and I have already confirmed the required prerequisites but its still not connected as per the following:
TimeoutError: [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond
Any ideas of what might be missing here ?

If there is a firewall between the ActiveGate and the DataPower device that blocks port 5550 then you'd indeed need to open it. A simple telnet is enough to test it.
Also, make sure that you're using the correct URL for the XML Management interface. I see that you're using non-standard URL, and while that might be correct, I just wanted to make sure that you knew about it.
