Yes, this is possible, depending on what exactly you want to monitor.
If you want visibility into the Citrix platform itself, you can use the Citrix DaaS / Citrix Virtual Apps and Desktops extension in Dynatrace. It supports deployment via OneAgent or ActiveGate and is the right choice for monitoring the Citrix environment and its components

If you want to monitor logs from the Citrix servers, for example Windows Event Logs or application logs, then the better option is Dynatrace log ingestion/log monitoring on those Windows hosts. In practice, this is usually done with OneAgent, because log ingest rules depend on host-side log monitoring being enabled. 

If installing OneAgent is not possible or you already have a centralized logging solution, you can send logs to Dynatrace using the Logs ingest API. This allows you to push logs from Citrix servers (or any intermediate system like syslog, SIEM, or log forwarders) directly into Dynatrace
