Packet retransmission rate for process for IIS App Pool

I am getting lot of problem related to Packet retransmission rate increased for process - IIS. Not sure how to troubleshoot or what is causing these problem.

Has anyone also encountered same issue earlier?

TCP retransmissions typically occur because of network congestion. When troubleshooting, pay attention to the presence of a significant number of broadcast packets at the time the issue arises. If the proportion of broadcast traffic in your capture exceeds approximately 3% of the total captured traffic, it indicates congestion. Be sure to examine both physical layer broadcasts (ARP) and network layer broadcasts (name resolution) on the network
