Upgrade Enticement Messages to Non Admin Users

There really needs to be a way to disable all the version and experience activation upgrade messages on the platform to any NON-Admin users.   This only causes confusion with our customer base and there should be an option to hide these from our general users.   
According to Assist:

The "New Database Monitoring is now available" banner cannot be dismissed without activating the feature — it's designed to prompt activation rather than offer a simple close/hide option.

Options to Remove the Banner

Option 1 — Activate from the Databases App

  1. In the Databases app, locate the banner on the Overview or Explorer tab.
  2. Select How to activate?
  3. In the dialog, select Activate now, then confirm with Activate.

Option 2 — Activate via Settings

  1. Go to Settings  Apps  Database Monitoring.
  2. Toggle Enable Database Monitoring to On.
Things to Know Before Activating
  • Requires the settings:objects:write permission.
  • Billing is updated automatically upon activation.
  • Your existing database monitoring data is not affected.

Once activated, the banner will no longer appear. If you're not ready to activate, there is no supported way to permanently dismiss the message without enabling the feature.

The only way to disable the nag/entice message is to enable it!?   There needs to be a control put in place for this.
