In your case it means that 4 unique users are impacted with fund transfer service during the 9min problem duration.

okay, think I got it.

There is the change of UI or rewording of it.

Before this, it would show 'impacted users' where we can directly drill-down to user-session.

Now, it would show 'user observed' first. Next we need to expand the 'show more' only then it would shows the link to drill-down to user-session
