A 'live' user is a user who's User Session has not ended. There's several conditions which will end a user session, outlined on this doc page: https://www.dynatrace.com/support/help/monitor/app...

I am still not clear though how the Live User tile is calculating the count since it does not respond to the timeframe selection. What period is it covering?
A session closes after one hour, even if active, so it need only look back one hour.
But I would just think of this tile as ignoring the time frame and just showing live session data from memory, in effect.
The live user tile is not using the global dashboard time frame. It is always showing data calculated on live user sessions. Typically a user session end's around 30 minutes after the last user action was triggered by the user.
