Requirement of New RUM for Mobile Segments

Is it possible to create and manage mobile segments without enabling the new RUM, or is it a prerequisite for this functionality?

I have already created the segment. Also, for your information, New RUM is not enabled for the mobile applications in our environment.Currently, data is not being populated in the areas where mobile application data is expected, such as Error Inspector, Experience Vitals, Problems page, User Sessions, etc.
