I think right now there is no direct way to do it, because there is only 4 options for you to choose from, when configuring user tag.
Work around might be, make the header attribute to be a request attribute, then use the request attribute as your user tag.
But the feature of "server-side-request-attribute-as-user-tag" is in EAP or Beta I am not quite sure:

Exactly. We use this EAP feature in multiple environments and it works well. You can then also use request attributes for user session and user action properties.
