In the new RUM Experience is there a waterfall view similar to this one?

Yes. In the new RUM experience in Dynatrace, the page load waterfall view is available as part of Experience Vitals.
You can access it by drilling down from a web frontend → Pages → selecting a specific page → Perform waterfall analysis, which provides a detailed request-level waterfall similar to the classic view.
