sparse VC line

What's it mean when the visual complete line is sparse and broken up like this? This is a load action btw

It seems there is not much traffic on this application/or might be at a specific time.

Thank you. It gets traffic but looks like most of the traffic doesn't produce a VC. The page doesn't have much more than a footer, I'm guessing that's why.
