How can we import the Controller configuration from Dynatrace Managed to Dynatrace SaaS?

Please expand on that, there is no concept of a 'controller' in Dynatrace. In general the only things you'll be able to copy over are things you can pull and configure using the Configuration API. There is no option to fully migrate between SaaS and Managed and it is esentially starting over.

I was looking for the config expotor so that Dynatrace Managed cluster configration can be migrated to Saas Managed cluster.

Actually I was referring to the concept on Appdynamics controller. We have tool called config exporter.

So that we can migrate the application configurations such as Business Translocation Instrumentation, Helath rules from one controller to the other controller.
