Alarm threshold based on number of worker processes?

Is it possible to alarm if worker processes drop below a certain number? For example, there are 9 running. 1 or 2 drop we're still golden and birds are chirping. If we get less than 6 worker processes, app has trouble and heads begin to roll.

Please let me know the best way to monitor this dilemma.
