Can we configure SMS alerts in Dynatrace one agent?

You can achieve it in several ways. One is via email if you are sending to a carrier with a SMS gateway. A better approach might be to use Twilio and observe Twilio's post on sending/receiving SMS via email.
I suggest watch the integrations space, for it might be something native in the future.
Also, be aware there is the dynatrace app on iOS and Google Play.
We have SMS gateway .
Please help to integrate it in OneAgent for Alerting purpose .
