Dynatrace SaaS - Executing custom-sql-query to get a value from database table and set custom-Alert

Like AppMon give options to query a database table (AWS MSSQL RDS) and set the alert based on the value, how can it be done in Dynatrace SaaS?

Could you please elaborate this line (from your given link answer): -

1. device.stat_counter(key='count', value=StatCounterDataPoint( result[0], result[0], result[0], 1)

Here, how to declare/initialize/define device? StatCounterDataPoint is a custom method or what?
