Suppose an application server is failed over for an application monitored by Dynatrace and there was no impact to users. What severity Dynatrace will create ticket of?

If you had defined a process group instance minimum level and the process is unavailable it will be an availability level problem. If just the services are showing higher error rate but no unavailability is involved it would be an error level problem. Please see some details about severity levels and event types here:
