If you linked an existing Dynatrace environment to your Azure subscription, and you’re not the Dynatrace account owner of that environment, the account owner needs to assign you SSO permissions in the respective Dynatrace environment so that you can enable SSO for that Dynatrace environment in Azure.
To assign SSO permissions in Dynatrace, there are two options:
Assign a user to the Account manager group
Add View and manage users and groups permission to a group
