This error message appears if Kudu hasn't been restarted after installing the site extension. You must restart the application.
There are three options for restarting the application:

  • Through Azure Portal

  • By selecting Restart website on the Kudu console

  • By killing the SCM worker process in Kudu Process Explorer

If you've enabled the extension on multiple deployment slots, you have to do this for each deployment slot.
